How do major civil service issues differ in advanced countries from their third
world counterparts? Discuss and explain the reasons for these differences, and
provide ample examples to account for them.

Explain the working of bureaucratic-prominent political systems, and assess
the extent of their success in inducing development, as well as their durability.
